Ugulur Veldrin, known locally as the "Lower Shadows", occupies the far southern reaches of Orthae Qu'lith and is widely regarded as the most dangerous district in the city. Far removed from the grandeur of the noble estates and merchant districts, the Lower Shadows is a maze of narrow streets, crumbling structures, hidden passages, and dimly lit alleyways.

The district has long served as a refuge for those who prefer to remain outside the scrutiny of the city's authorities, attracting criminals, smugglers, spies, and other unsavory individuals seeking anonymity among the chaos. Many of Orthae Qu'lith's thieves' guilds and mercenary companies maintain their headquarters within Ugulur Veldrin.

Among these organizations, Eldreth Nierdre is perhaps the most famous and influential, possessing an extensive network of agents, informants, and hired blades throughout the city. Deals involving espionage, smuggling, theft, assassination, and illicit trade are commonplace here, often taking place behind heavily guarded doors or within hidden chambers concealed beneath seemingly abandoned buildings.

The district is also home to large populations of escaped, abandoned, or discarded slaves collectively referred to by many drow as "undercreatures." Orcs, goblinoids, and members of numerous other races crowd into overcrowded tenements and dilapidated structures where privacy is virtually nonexistent. Entire groups of families and laborers may share a single room, surviving through whatever work, trade, or criminal activity they can find. Despite the harsh conditions, tightly knit communities have formed among many of the district's residents, bound together by necessity and mutual protection. Life in Ugulur Veldrin is made even more perilous by the cruel traditions of the city's nobility.

One particularly infamous pastime is the Hunt, during which nobles and their retainers enter the district to stalk and kill any undercreatures unfortunate enough to be caught in the open. When a Hunt begins, residents barricade themselves indoors and the streets quickly empty. Victorious hunters often display gruesome trophies taken from their victims, including ears, teeth, and even severed heads. Yet despite its brutality and lawlessness, the Lower Shadows remains a valuable refuge for those wishing to conduct business beyond the watchful eyes of Orthae Qu'lith's rulers.
